MLC Meeting w/ NYC Held 09/17/15

PTS, the Property Tax System, that should solve our DOF issues with tax bills & exemption information is now set for early 2017. In the interim, exemption questions should still be addressed to the email addresses previously provided.

 

Delay in providing tax lien payoff letters & duplicate discharges are being reviewed. Again, supposedly issues that would be improved with PTS.

 

They are aware of our concern of RPIE issues that are under appeal. Should the owner fail in that process, we will present IOP when applicable.

 

The following is the response to two questions asked to HPD:

 

The web site is often slow, any progress being made?  A query is especially slow when results exceed 50 for either HPD violations or HPD OMO work orders.

·         The slowness is primarily caused by data aggregators who are scrapping the site for information. We have deployed a solution that was expected to block these attacks which worked well initially however lately we are seeing the aggregators circumventing this solution thus causing occasional slowness.

 

·         To address the slowness issue with HPDOnline we are doing the following:

a.       We are moving the ICards to an alternate location which is expected to improve the response time for queries made on Complaints, Violations, OMOs, etc. This is expected to be implemented in the coming weeks.

b.      We are currently working on repositioning the application to an environment that restricts scrapping activities however this is expected to be implemented by the end of this year to early next year.

 

For 3rd party, targeted In-Rem Actions, whom do we contact at HPD related to questions on these properties? The DOF tax bill references contacting HPD but the prior contact information is no longer valid.

·         The Third Party Transfer (TPT) program is under the jurisdiction of HPD’s Division of  Property Disposition and Finance.  Please contact  Evelyn Parr at (212) 863- 6332 with questions related to TPT.
